The Data Science Research Center of the University of Macau’s Institute for Collaborative Innovation held a roundtable forum titled “Challenges and Opportunities of Cross-Border Data in the Deep Cooperation Zone.” The forum brought together interdisciplinary research teams from the university, along with representatives from government departments and industry, to discuss how to seize opportunities and establish data sharing and exchange mechanisms.

In his welcome speech, President Song Yonghua emphasized that with the comprehensive launch of the Deep Cooperation Zone construction, cross-border data flow has become a widely discussed and urgent topic. Cross-border data flow can support the development of the digital economy, promote applications in areas such as artificial intelligence and software development, and contribute to the diversification of the Special Administrative Region’s industries. However, the security issues arising from cross-border data flow affect not only individuals but also industrial economies and government institutions.

The university’s research team analyzed the legal frameworks for data protection in both regions and explored potential data security issues in the Deep Cooperation Zone. Government and industry representatives discussed topics related to personal information protection, data sharing, and the establishment of exchange mechanisms, clarifying key issues related to data cross-border in administrative law enforcement and the challenges faced by small and medium-sized enterprises.

Attendees generally agreed that the formulation of cross-border data laws should prioritize facilitating data circulation and reducing circulation costs to promote the development of the digital economy. Finally, all parties reached a consensus to establish a long-term phased forum addressing the issues discussed in this forum, aimed at advancing the construction of cross-border data technology and legal frameworks in the Deep Cooperation Zone and promoting further collaboration between the University of Macau, government, and industry.

Representatives from government departments and industry included those from the Administrative and Public Service Bureau, the Economic and Technological Development Bureau, the Post and Telecommunications Bureau, the Legal Affairs Bureau of the Cooperation Zone, the Macao Institute of Electrical and Electronics Engineers, Macao Telecommunications, China Telecom, Huawei, and Alibaba Cloud, among others.
